Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, is soliciting E-Rate-eligible Internet access, WAN connectivity, and standalone data transmission services for public library consortium members throughout Indiana. The requirements include symmetrical, scalable bandwidth from approximately 10 Mbps up to 10 Gbps for Internet access and up to 2 Gbps for WAN connectivity, guaranteed throughput to each library location, laddered pricing, and no monthly data caps or metered-use speed reductions. Installation and initial configuration are required, and the services are intended to begin July 1, 2027, subject to successful E-Rate funding. The solicitation anticipates a four-year contract with no renewals and may result in awards to one or more providers. Proposals must include the executive summary, cost proposal, business proposal, technical proposal, attestation form, infrastructure overview, artificial-intelligence technical proposal questions, and reference check forms. The corrected reference check form states that references must submit completed forms directly to idoareferences@idoa.in.gov by 3:00 p.m. Eastern Time on November 11, 2026, with the required solicitation and vendor information in the subject line.
