Description
The Shiawassee Airport Board seeks a consultant to provide airport planning, architectural and engineering design, and construction administration services supporting Owosso Community Airport’s Five-Year Airport Capital Improvement Plan. Anticipated work includes fuel-farm construction; pavement crack sealing and marking; hangar taxi-lane design and reconstruction; runway rehabilitation and taxiway-shift design and construction; and approach clearing. Land acquisition consulting for easements needed to clear existing approaches is included, subject to the consultant being properly qualified and licensed. This is a quality-based selection, with fees and costs excluded from the Statement of Qualifications. Projects will be negotiated independently, may not all be contracted, and are anticipated to begin between 2026 and 2030. Firms must provide at least three airport references; selection factors include aviation consulting experience, similar project experience, staff qualifications, coordination capability, and knowledge of FAA and state requirements. Interviews may be conducted at the sponsor’s discretion.
