The Bureau of Land Management seeks market information from contractors capable of completing the late-stage development and commercial release of two locally adapted, source-identified native plant materials: Osterhout's penstemon and sidebells penstemon. The work includes establishing and maintaining seed-increase fields, harvesting and processing seed, seed testing and certification, germplasm maintenance, formal Selected Class release documentation, and initial distribution to commercial seed growers. The requirement is primarily for plant-material development and seed-increase services rather than the purchase of existing commercial seed inventory. The contractor must provide the necessary acreage, facilities, equipment, personnel, materials, transportation, technical expertise, and applicable fees, and must provide annual reporting, production records, certification documentation, release packages, distribution records, and final inventory documentation. The anticipated structure is a base year covering fiscal year 2027 plus three one-year option periods, with performance anticipated from October 1, 2026, through September 30, 2030. This notice is a Sources Sought request for market data, including schedule information, before an anticipated sole-source procurement; it is not a request for quotation.
