Description
The City of Tuscaloosa is requesting qualifications from professional legal firms or individuals to provide full representation for indigent persons appearing before Tuscaloosa Municipal Court and charged with municipal ordinance violations, which may include local or state law violations. Services include discovery review, client and witness consultation, plea and settlement discussions, motion practice, court appearances, trial representation, file management, and assistance with appeals when applicable. Respondents must comply with Alabama State Bar rules, directly represent clients except in rare extenuating circumstances, maintain timely client communications, meet with clients outside court when necessary, and demonstrate relevant criminal-defense experience. Proposals must address the firm's understanding and approach, scheduling and courtroom coverage, client representation, file management, attorney experience and licensing, professional standing, criminal-defense hearings or trials, claims or litigation history, and conflicts of interest. Compensation will be negotiated as a yearly not-to-exceed amount dependent on Fair Trial Tax Fund receipts; historical annual receipts were approximately $110,000 to $120,000.
