Description
The City of Marysville is soliciting bids for removal of approximately 12,500 dry tons of lime sludge residuals from its water treatment plant lagoon. The contractor must provide pumping, loading, transportation, lawful disposal, necessary labor and equipment, lagoon and site restoration, environmental controls, supervision, recordkeeping, and safety compliance. The contractor is responsible for establishing disposal sites, obtaining required approvals and an Ohio Department of Agriculture liming license, and submitting disposal, equipment, route, safety, and servicing plans. On-site drying and mobile press use are prohibited. Bids are evaluated on lowest and best value, including qualifications, equipment, financial status, technical experience, and past experience with the City. The contract is for three years from notification of award, with up to three mutually agreed one-year extensions. The solicitation requires completion of the Bidder Information Form, Non-Collusion Affidavit, Affidavit of Contractor/Supplier of Non-Delinquency of Personal Property Taxes, Proposal Affidavit, proof of qualifications, and specified proposal information. Required insurance includes workers' compensation, $1,000,000 commercial general liability, and $1,000,000 automobile liability; no bid or performance bond is required. The newly provided advertisement confirms that all formal bids must be submitted electronically through Bid Express and that bidders must register and create an Info Tech Digital ID for electronic signature.
