Description
The County of Orange is soliciting proposals from qualified firms to provide actuarial consulting services for its Retiree Medical Plan. The scope includes actuarial valuation reports consistent with GASB requirements, including estimates of plan liabilities and expenses as of June 30, 2027, and June 30, 2029; participant and plan analysis; actuarial assumptions and methods; valuation results; projected benefit payments; annual OPEB costs; and long-term projections of retiree medical costs, unfunded actuarial accrued liability, and funded ratio. The contractor must also prepare a separate report documenting changes in retiree medical costs and UAAL over time. The contractor will prepare Annual Comprehensive Financial Report notes and supporting schedules, respond to Auditor-Controller and external auditor questions, and perform interim GASB 74 and 75 roll-forwards using updated participant data, claims and experience information, plan changes, and actuarial assumptions. As-needed special services include pension and retiree medical analysis, review of retirement-system actuarial information, participation in County meetings, analysis of benefit and negotiation proposals, and strategies to reduce pension and retiree medical costs and liabilities. Respondents must demonstrate at least three comparable public-agency OPEB valuations within the past five years, appropriate actuarial credentials, and at least five years of public-sector OPEB experience. The anticipated contract is three years, with one optional renewal period of up to two additional years, and a not-to-exceed amount of $175,000 per year.
