Description
The Department of Veterans Affairs is seeking a contractor to renovate approximately 7,730 square feet of the Community Living Center’s first-floor east wing and its courtyard, with related work in the adjacent north wing to connect HVAC systems and other building infrastructure. The contractor must provide labor, materials, equipment, supervision, installation, training, commissioning, operations and maintenance documentation, and a one-year warranty. The work includes construction and alterations, demolition, building systems, finishes, and associated site work. The solicitation is an active, 100% Service-Disabled Veteran-Owned Small Business set-aside, with a best-value tradeoff evaluation. Proposals must include three volumes: Technical Experience, Past Performance, and Price. The technical volume requires two to five relevant construction projects completed within the past five years; past performance questionnaires or CPARS reports are required for those projects. The price volume includes a completed and signed SF 1442, acknowledged amendments, a bid guarantee of at least 20% of the bid price (not exceeding $3 million), completed offeror representations and certifications, the completed limitations-on-subcontracting certification, and the completed divisional price breakout. The solicitation estimates the price range at over $1 million to $10 million. The general-construction subcontracting limitation caps payments to firms that are not similarly situated at 85% of the amount paid for performance, excluding materials.
