Description
The City of Spokane is soliciting proposals for a chemical management program and treatment chemicals for the boiler and component cooling water systems at its Waste to Energy Facility. The scope includes water-treatment analysis, evaluation, monitoring, recommendations, treatment chemicals, laboratory reagents for water testing, chemical inventory management, chemical deliveries, permits, and any required tanks and chemical-feed pump systems. Proposers must address compatibility of City-owned equipment and provide lease and purchase options for tanks and pumps where needed. Required services include maintaining on-site chemical inventory, monthly service visits with independent water sampling and reporting, 24/7 response capability, operator training, boiler-inspection support, demineralizer resin analysis, periodic laboratory and metallurgical analyses, corrosion monitoring, safety training, and boiler-drum internal inspections during planned outages. The proposal must include technical and management approaches, a project schedule and deliverables, two detailed cost-proposal options, and evidence of at least five years of experience with chemical management programs for high-pressure boilers. The contract is planned for an initial two-year term with up to three additional one-year renewal options.
