Description
The City of Victoria is soliciting construction services for its 2027 Thoroughfare Street Program. The work includes milling existing asphalt pavement; applying bonding courses, seal coats, hot-mix asphalt overlays, and Onyx frictional mastic surface treatment; performing roadway point repairs; replacing curb and gutter sections; adjusting water valves and sewer and storm-sewer manholes; installing pavement markers; and applying temporary, prefabricated, and reflective pavement markings. The proposal includes a base scope and two alternates with specified quantities and unit-price items. The contractor must provide traffic control and barricading, erosion control, stormwater pollution prevention planning, permits, inspections, labor, materials, equipment, warranties, and operations and maintenance manuals where applicable. The estimated construction budget is $3,793,000, and the work must be substantially completed within 270 calendar days after the written Notice to Proceed. A 5% bid bond is required, along with 100% performance and payment bonds when applicable. Proposals are evaluated using best-value criteria, including cost, schedule, similar-project experience, resources, qualifications, corporate history, and at least five references.
