Description
The National Oceanic and Atmospheric Administration, through the National Weather Service, is conducting market research for continuous, real-time commercial cloud-to-ground lightning telemetry. The required data must cover CONUS and specified OCONUS zones, classify flashes and strokes, report location, timing, polarity, peak current, and stroke multiplicity, and meet stated accuracy, detection-efficiency, false-detection, and delivery-time thresholds. The contractor must provide secure continuous streaming and one-minute encrypted data products compatible with NOAA operational systems, including AWIPS, N-AWIPS, MRMS, and the NWS Telecommunications Gateway. Requirements also include 24/7 network availability and support, outage and performance reporting, archived data availability, data-format and encryption compliance, and potential optional web-based or contractor-developed products. Respondents must submit a capability statement of no more than five pages addressing company information, technical capabilities, operational experience, and feedback on the draft SOW and NAICS classification. This is a Sources Sought notice for market research and is not a request for proposals or quotations.
