Description
This Sources Sought notice is market research for a planned major rehabilitation of the Thomas J. O’Brien Lock and Controlling Works. The anticipated construction scope includes grout injection and strengthening of guide and lock chamber walls; repairs to a damaged guide wall; replacement of sector-gate machinery, culvert valve gates and actuators, and controlling-works gates and actuators; installation of two jib cranes; and rehabilitation of concrete, drains, pits, hatches, and covers. Electrical service, ductbank, control systems, emergency lighting, backup generation, and uninterruptible power supplies will also be upgraded. The agency requests capability information on corporate capacity and bonding, subcontracting and teaming, project labor agreements, relevant heavy marine and civil infrastructure experience, execution during a 120-day lock outage, and availability of specified recovered-content and BioPreferred materials and long-lead equipment. Responses are limited to a 10-page narrative using at least 10-point font. This is a market survey, not a request for proposals or a commitment to award a contract. The anticipated construction contract is firm-fixed-price, with an estimated three-year duration; specific option-period details are not yet provided.
