Description
The Indian Health Service, Great Plains Area, is soliciting a single-award, firm-fixed-price IDIQ contract using a cost-per-reportable-result pricing model for automated clinical laboratory coagulation instrumentation. The contractor must provide new analyzers and parts, reagents, controls, consumables, installation, validation, training, maintenance, repairs, warranties, software, laboratory-information-system interface support, emergency deliveries, and related services. Required testing includes prothrombin time, INR, activated partial thromboplastin time, and D-dimer. Equipment must meet specified accuracy, precision, throughput, uptime, interoperability, data-management, barcode, refrigeration, and regulatory requirements. The contractor must submit an implementation plan, complete installation and validation within 90 days of award, provide initial and recurring training, maintain 24/7 technical support, meet one-hour callback and 24-hour on-site repair requirements, and provide quality-control, calibration, validation, training, and maintenance documentation. The five-year ordering period has a $1,000 minimum guarantee and a $900,000 maximum contract value. Quotes must include a management explanation, technical description, warranty terms, pricing, agreement with solicitation terms, and a completed SF 1449 and price schedule; electronic submission is required by email.
