Millburn Township adopted Ordinance No. 2763-26 establishing the Spring Street and Essex Street Redevelopment Plan for approximately 2.97 acres comprising designated blocks and lots in the downtown area. The plan provides the land-use, density, parking, design, utility, stormwater, landscaping, traffic, and public-realm framework for redevelopment of municipal and related properties. The principal development concept is a multifamily residential project of up to 93 dwelling units, including at least 75 deed-restricted affordable rental units and no more than 18 market-rate units. The plan also authorizes associated parking, residential amenities, limited first-floor nonresidential uses, surface parking in a separate subdistrict, pedestrian and streetscape improvements, utility and infrastructure work, and traffic and parking management studies. A Township-designated redeveloper and executed redevelopment agreement will be required before a project may proceed to Planning Board review.
