Description
The City of Hot Springs is soliciting bids for as-needed road boring services within the Hot Springs Municipal Utilities service area for its Water and Wastewater Divisions. The contractor must provide labor and commercially sized boring equipment, perform road bores in varying diameters, pull PVC or stainless-steel encasement through the bore for pipe insertion, protect surrounding property and utilities, and provide pricing per foot, excessive-hard-rock charges, and guaranteed response time. The City will furnish materials, obtain permits, and prepare, backfill, and close bore sites. Work may occur on city streets, county roads, and state highways. The contract is for one year with four twelve-month renewal terms, subject to annual budget approval, and may renew annually unless canceled with 30 days' written notice. Required submission materials include the bid invitation, required certifications and acknowledgments, a certificate of liability insurance, State of Arkansas commercial contractor licensing documentation, business and registration information, and applicable federally required certifications. Electronic submission through the designated portal is preferred; sealed paper bids may also be mailed or delivered in person. A bid security of 5% is required for bids over $35,000, and payment and performance bonds of 100% of the contract sum are required for contracts exceeding $35,000.
