Description

Clemson University seeks a qualified contractor to provide comprehensive operation and management services for the Kite Hill Recycling Center, a small materials recovery facility serving campus academic, residential, dining, athletic, administrative, research, and event operations. Required services include facility operations; receiving, handling, storage, and processing of recyclable materials; staffing and labor management; equipment operation and maintenance; commodity marketing; safety and regulatory compliance; and monthly reporting of marketed tonnage and operational metrics. The base solution must process at least paper and OCC (cardboard), with options for additional materials such as plastic bottles, aluminum and steel cans, pallets, scrap metal, and e-waste. The contractor must provide labor, tools, equipment, materials, professional services, procedures, supervision, outside-material dumpsters and hauling, and other resources necessary for performance. The contractor is responsible for routine maintenance of contractor-used baling and conveying equipment, while Clemson will provide the facility and certain university-owned assets and will handle routine building repairs, access-area maintenance, and power costs. Clemson does not guarantee volumes, and the contractor may propose additional materials, facility modifications, collection services, and alternative operating or revenue approaches. Proposals must include separate technical and financial proposals. The technical proposal must address the executive summary, understanding of the scope, operational and management approach, staffing and organizational structure, experience and qualifications, safety and compliance, base solution, and optional alternative approaches and revenue opportunities. The financial proposal must include the completed Bidding Schedule and a commercial narrative; technical documents must not contain pricing information. Addendum 2 changes the contract structure to a three-year initial term followed by two additional one-year renewal periods, for a maximum term of five years. The current paper and OCC marketing arrangement will be honored through April 2027, after which the awarded contractor will facilitate the requirement as needed.
