Description
The City of Pasadena is seeking a qualified consultant to manage construction, provide on-site inspection, and perform construction materials testing for the Holly Street Bridge Seismic Retrofit and Rehabilitation Project. The work includes oversight of bridge rehabilitation and seismic retrofit activities such as polyester concrete deck overlay, concrete and girder repairs, carbon fiber reinforced polymer column casings, shear keys, longitudinal restrainers, joint repairs, ADA improvements, traffic control, utility modifications, landscaping, environmental compliance, labor compliance, public outreach, and project closeout. The consultant must support City staff throughout pre-construction, construction, and post-construction phases; manage schedules, meetings, submittals, RFIs, change orders, progress payments, safety reviews, stormwater compliance, quality assurance, materials testing, and as-built documentation. The project is federally funded through the Highway Bridge Program and requires compliance with Caltrans and federal requirements. Construction is anticipated to begin in spring 2027, with substantial completion anticipated by April 2028 and roadway reopening required by April 30, 2028.
