Description
The New York State Department of Transportation is seeking one consultant team to update the 2024 New York State Freight Transportation Plan. The work includes reviewing peer-state freight plans and applicable federal requirements; compiling and analyzing freight, economic, commodity-flow, and multimodal transportation data; coordinating stakeholder outreach; updating freight system inventories and highway and rail networks in GIS; assessing truck parking supply and demand; evaluating freight system needs and trends through 2055; and recommending projects, operational strategies, policies, and regulatory changes. The consultant must develop technical memoranda, white papers, data reports, stakeholder participation materials, project and strategy inventories, a draft and final Freight Plan, implementation materials, performance metrics, and supporting maps and tables. Proposals must be submitted electronically through the NYS MySend managed file-transfer program as three files: a Part I Technical Proposal PDF, a Part II Cost and Administrative Proposal PDF, and the Attachment 15 Cost Proposal Workbook in Excel format. The base contract term is 18 months, with up to two optional one-year extensions. Mandatory insurance includes workers' compensation and disability, commercial general liability, commercial automobile, umbrella or excess liability, and professional liability/errors and omissions.
