This presolicitation concerns an unrestricted, single-award firm-fixed-price construction contract for the Dworshak Powerhouse and ancillary roofs. The work includes complete removal of the existing roofing system to the structural decks and installation of a fully adhered assembly consisting of gypsum roof sheathing, vapor retarder, polyisocyanurate insulation, cover board, and a 90-mil EPDM membrane. The contractor must provide a two-year installer warranty and a 30-year manufacturer warranty. Additional work includes installing fiber-reinforced-plastic fall-protection guardrails, fabricated metal stairs replacing ladder access to two roof areas, and a split heat-pump system for the elevator machine room. The contractor must manage on-site safety and quality-control programs, including an Accident Prevention Plan, Activity Hazard Analyses, Fall Protection Plan, CQC Plan, required safety and quality-control personnel, RMS/QCS reporting, product and test submittals, as-built drawings, O&M manuals, shop drawings, and spare parts. Large businesses must provide a small-business subcontracting plan. Performance and payment bonds, each at 100 percent, are required.
