Description
The State of Ohio, through the Department of Administrative Services, is soliciting competitive proposals for integrated healthcare navigation services for its employees, dependents, and other covered members. The selected contractor must provide benefits education and enrollment guidance, provider selection and appointment scheduling, claims and billing assistance, cost-transparency tools, clinical support, complex case management, utilization management, prior-authorization support, site-of-care optimization, prescription-drug optimization, care coordination, behavioral-health support, and proactive outreach to chronic-condition, high-risk, and high-cost members. The contractor must provide member and employer portals, provider-search and appointment-scheduling capabilities, secure single sign-on, integration with medical, pharmacy, behavioral-health, population-health, flexible-spending, COBRA, telehealth, and other benefits vendors, data exchange and accumulator reconciliation, 24-hour member support, reporting and analytics, configurable communications, and measurable cost and health-outcome improvements. The implementation must support open enrollment by May 1, 2027, with the plan year beginning July 1, 2027. Proposals require separate technical and cost submissions through the OhioBuys portal, along with the required Part 7 forms, applicable exhibits, prior-project information, staffing and work plans, security-assurance documentation, insurance certificates, and a completed Business Associate Agreement.
