Carteret County Economic Development Foundation, Inc. is requesting qualifications from professional consultants to develop a comprehensive 10-year economic development strategic plan. The work includes reviewing demographic, economic, housing, and labor-force data; analyzing existing plans; updating a local economic SWOT analysis; assessing economic conditions and growth capacity; and presenting data through effective visualizations. The selected consultant will facilitate at least two community visioning sessions and several stakeholder engagements, then prepare a customized strategic plan with goals, objectives, recommended activities, projects, and programs. The engagement also requires a five-year implementation action plan with prioritized and sequenced actions and basic performance measures. The plan should address business recruitment and retention, marine technology and aquaculture, infrastructure, workforce development, quality-of-life amenities, and opportunities related to the county's marine science research base. Responses must include a cover letter, team roster and qualifications, relevant experience and approach, proposed data sources, two comparable plan examples, outreach capacity, a proposed meeting schedule, a graphic-design example, and two references. The project budget will be established after consultant selection and fee negotiation.
