The City of Shakopee is requesting proposals from independent acoustical engineering consultants to investigate low-frequency bass associated with Mystic Lake Amphitheater, assess reported neighborhood impacts such as window and building-component vibration, identify source attribution and uncertainty, and recommend practical mitigation. The scope includes review of existing studies and records, field measurements, controlled sound-system testing, analysis of indoor and outdoor impacts, and recommendations for operating levels, speaker configuration, and other mitigation measures. The consultant must design and validate a network of exactly ten permanent outdoor sound monitors, including preferred and alternate sites, GIS mapping, site sheets, installation requirements, equipment and software evaluation, and a comparison of at least three commercially available systems. Deliverables include a work plan, bass investigation report, mitigation plan, ten-monitor siting package, equipment recommendation, operating manual, and commissioning package. The proposal must address Tasks 1–8, provide task-level and total fees, separately price optional services, and include a main narrative limited to 15 pages, excluding resumes, references, and fee schedules. The selected consultant will support monitoring, reporting, commissioning, and one staff training session; hardware purchasing, construction, and installation labor are excluded from the base professional-services fee.
