Description
The South Carolina Department of Health and Human Services seeks a Medicaid Clinical Data Exchange solution that captures, validates, sorts, and routes near-real-time admission, discharge, and transfer events; relevant medical visit data; and licensed bed-status information. The solution must integrate with healthcare providers, managed care organizations, the South Carolina Department of Public Health, and agency systems, using FHIR, HL7, or suitable alternatives. Required capabilities include beneficiary-based routing, patient matching, data-quality validation, dashboards, reporting, alerts, auditability, bed-capacity reconciliation, and support for HIPAA and applicable state and federal security requirements. The contractor will provide implementation, onboarding, project management, testing, training, deployment, operations and maintenance, tier 1 through tier 3 help-desk support, system enhancements, security and privacy compliance, and eventual turnover services. The estimated maximum contract period is March 5, 2027, through March 4, 2034, consisting of a four-year base term and three one-year renewal options. The solicitation includes a $2,500,000 modification pool for the full contract term, including option years.
