Description
Rialto Unified School District seeks a consultant to conduct a comprehensive study of its school facilities-use fees and recommend an updated fee schedule. The work includes reviewing district costs and policies; calculating legally supportable Direct Cost and Fair Rental Value fees; developing facility-specific rates; reviewing user classifications and ancillary charges; and surveying comparable California school districts, particularly in San Bernardino and Riverside Counties. The consultant will document its methodology, assumptions, data, calculations, and recommendations in a final study, including a proposed fee schedule and implementation guidance. The scope also includes meetings with district staff and presenting draft findings to district administration; the proposal must identify any separate cost for presenting the final study to the Board of Education. Proposals should include firm and team qualifications, relevant experience, methodology, schedule, references, a fee proposal, and a comparable study example or description.
