Description
The State of Delaware, Department of Natural Resources and Environmental Control, Division of Parks and Recreation is soliciting bids for repairs at Indian River Marina. The base work includes a preconstruction inspection of bulkhead lift holes; steel bulkhead plate repairs, including fabrication, field welding, testing, and coating; and coating repairs to existing steel bulkheads, including corrosion and coating removal, surface preparation, environmental controls, coating application, and field testing. The project also includes three alternates: coating steel pipe piles, sleeving steel pipe piles, and furnishing and installing bulkhead and pipe-pile anodes with cathodic-protection test stations. The work is a single lump-sum prime contract subject to Delaware prevailing-wage requirements. A 10 percent bid security is required, with performance and labor-and-material payment bonds required after award. The contractor must provide a superintendent on site whenever work is underway, maintain public access and site security, and submit phasing plans for owner approval. Piling coating or sleeving must be completed before May 20, 2027; bulkhead work has no fixed completion date. The mandatory pre-bid meeting was held October 8, 2026, and acquisition of the project manual and drawings is mandatory for bidders.
