Description

The San Mateo County Transit District is seeking one qualified consultant under a five-year contract to develop and prepare annual Internal Cost Allocation Plans for fiscal years 2029 through 2033. Services include building cost allocation models and frameworks; gathering and analyzing audited expenditure and statistical data; developing allocation bases and separate indirect cost rates for the District and related transportation entities, including capital and operating activities; preparing detailed narratives, management reports, billing summaries, and draft and final ICAP deliverables; and revising plans in response to District, federal, or state review. The consultant must conduct internal review meetings, provide training sessions and presentations, support audit or approval issues, maintain draft and revision records, and provide electronic final plans. Proposals must address the firm's approach, team, subconsultants, qualifications, references, key personnel, financial qualifications, cost proposal, licenses or certifications if applicable, conflicts of interest, and required regulatory and compliance matters. Required submission materials include the specified proposal forms, a cost proposal, insurance evidence or an insurance broker letter, and audited financial statements for the previous three years.
