Description
The Department of Veterans Affairs is soliciting a single firm-fixed-price, indefinite-delivery/indefinite-quantity contract for Downstate VISN 2 home oxygen services. The contractor must provide oxygen concentrators, portable oxygen concentrators, liquid oxygen systems, ventilators, non-invasive ventilators, cylinders, VA-owned equipment setup and emergency replacement, supplies, maintenance, delivery, and related patient education. Services also include registered respiratory therapist assessments and follow-up visits, electronic health record documentation, 24-hour customer and emergency response, emergency service at the patient's home within four hours of notification, equipment tracking, reporting, infection control, and compliance with Joint Commission standards or equivalent accreditation. The solicitation requires technical, redacted technical, price, cover-letter, past-performance, certification, emergency-management, infection-control, incident-reporting, patient-education, and accreditation materials. The contract has a one-year base period, four one-year option periods, and a final option period of up to six months for transition; the ordering period is stated as January 1, 2027, through June 30, 2032. The minimum contract value is $100,000 and the maximum contract value is $40,000,000. The updated amendment extends the offer deadline to November 10, 2026, at 4:00 p.m. Eastern Standard Time and issues corrected attachments, including the pricing schedule, evaluation factors, past-performance materials, quality-assurance plans, thermal-fuse requirements, and wage determinations for Downstate New York and New Jersey service areas.
