Description
The Liberty County Board of Commissioners seeks a Georgia Department of Transportation-prequalified engineering consultant to study a proposed highway bypass south of Hinesville. The work includes defining transportation needs; developing and comparing no-build, existing-road improvement, and new-corridor alternatives; and conducting planning-level traffic, engineering, environmental, and cost analyses. The consultant will prepare a recommendation, implementation plan, and final Scoping Study for GDOT review and approval and County acceptance. Formal concept development and approval, detailed design, environmental clearance, property acquisition, and construction services are outside the base scope. The proposal must address the firm's qualifications and project approach, personnel and relevant experience, past performance, and cost. It must include a separately sealed cost proposal, a transmittal letter, a table of contents, and the required completed exhibits. The primary firm must provide evidence of workers' compensation and employer's liability, commercial general liability, automobile liability, and professional liability coverage. The solicitation states a mandatory DBE goal and requires the proposer to describe planned DBE and/or small-business participation.
