Description
Chatham County seeks a qualified, Georgia-licensed certified public accounting firm to conduct an independent audit of the Chatham Area Transit Authority’s performance, operations, and fiscal condition for fiscal years 2024, 2025, and 2026, and to review its adopted fiscal year 2027 budget. The work includes examining funding sources and program costs; financial position and revenue sustainability; fixed-route, paratransit, ferry, and municipal services; payroll, staffing, and collective bargaining; maintenance and administrative expenses; governance and compliance; procurement and contracts; vendor payments; bank activity; and internal controls. The audit also includes forensic testing for potential fraud, waste, abuse, unsupported or improper transactions, and control deficiencies. Deliverables include an audit work plan, periodic preliminary findings, a draft and final audit report, supporting financial schedules and workpapers, and a presentation of the final report to the County Board of Commissioners. Proposals must describe the firm’s qualifications, relevant experience, audit team, methodology, M/WBE participation approach, references, and fees. The County may interview shortlisted firms; joint ventures and subcontracting are permitted with prior written County approval.
