Description
Cortland County seeks a qualified firm to prepare annual countywide central service cost allocation plans, Department of Social Services indirect cost proposals, space occupancy cost analyses, Maintenance in Lieu of Rent analyses, and a separate Public Health space occupancy or MILOR analysis. The work includes reviewing financial, payroll, organizational, grant, facility, and statistical data; interviewing departments; evaluating allocation methodologies; preparing supporting schedules, certifications, forms, claiming instructions, and department-specific guidance; and supporting County, audit, state, and federal reviews. For each plan year, the contractor must provide final reports in PDF and editable electronic formats, including Excel workbooks with formulas intact and supporting workpapers. The initial engagement covers fiscal years ending December 31, 2026, December 31, 2027, and December 31, 2028, with up to two additional one-year renewals. Proposals must include annual lump-sum pricing, optional-service rates, qualifications and licenses, references for at least three customers from the previous five years, litigation information, a current W-9, proof of insurance, applicable certifications, and Exhibits A through D; Exhibit E is required if applicable.
