Description
The Defense Counterintelligence and Security Agency (DCSA) is issuing this Request for Information (RFI) to identify sources for a comprehensive public records data service. This service will support DCSA's Personnel Vetting (PV) and Continuous Vetting (CV) missions by providing automated record checks and proactive, actionable alerts for an enrolled population of approximately 5 million individuals. The solution must be contractor-owned and operated, offering continuous access to a wide range of data, including criminal, civil, financial (FCRA and non-FCRA), and identity-related public records. The goal is to identify potential risks within the trusted federal and industrial workforce by delivering notifications of derogatory information within 24 hours. The proposed solution must meet strict security requirements, including a SECRET security clearance for the system, data, and personnel, and adherence to federal data protection mandates like the Privacy Act and FISMA. All data must be encrypted in transit and at rest. A critical technical requirement is seamless integration with the National Background Investigation Services (NBIS) platform, with data delivered in a machine-readable format. Respondents are expected to detail their capabilities in providing reliable data, timely alerts, robust program support, and their approach to entity resolution and matching specific data categories as outlined in the draft Statement of Objectives (SOO). The previous contract for this service was a Sole Source Award to LexisNexis Special Services.
