The State of Tennessee Department of Disability and Aging is conducting market research for a research-based, IDEA-aligned developmental evaluation tool and supporting technology platform for the Tennessee Early Intervention System. The solution should support eligibility determination and progress monitoring for children from birth through age five across cognitive, physical, communication, social-emotional, and adaptive developmental domains, with norm-referenced scoring, psychometric validity, age-equivalent scores, percentage-of-delay calculations, dual-language learner support, and applicable administration protocols. The State is also seeking information about centralized data management and reporting, parent-friendly reports, program-level analytics dashboards, secure integrations, HIPAA and FERPA compliance, WCAG 2.1 Level AA accessibility, scalability for up to 10,000 concurrent users, raw data exports, implementation and system integration, staff training, a web-based knowledge repository, help desk operations, technical assistance, service-level communications, performance reporting, and pricing for licensing, implementation, hosting, maintenance, training, support, and regulatory updates.
