Description
The United States Court of Appeals for the Federal Circuit is seeking a firm-fixed-price contractor for exterior painting of the Dolley Madison House at the Markey National Court Complex. Work includes refreshing exterior finishes and requires the contractor to provide access systems, protective measures, permits, signage, and coordination necessary to protect the historic building, landscaping, paving, occupied areas, and the public. Ground-supported scaffolding and boom lifts are permitted, but scaffolding may not be anchored to the building and suspended systems may not be supported by it. A scaffold/access plan, engineered scaffold drawings, fall-protection plan, or historic-fabric protection plan must be submitted for review before mobilization. The contractor is responsible for required sidewalk permits, pedestrian controls, overhead protection, security of equipment, and contractor-sponsored security clearances. A bid bond equal to 20% of the bid price is required, along with 100% performance and payment bonds. Insurance is required under FAR Clause 52.228-5, including workers' compensation, employer's liability, commercial general liability, and automobile liability at the applicable FAR minimums. Quotations must be submitted as searchable PDFs of no more than 20 pages. The deadline is September 18, 2026, at 12:00 p.m. Eastern Time; questions are anticipated to be answered by September 14, 2026. Award will be based on the lowest-priced, technically acceptable quotation.
