Description
The City of Hinesville is soliciting competitive sealed proposals for a complete, turnkey renovation of the existing playground and swing area at Irene B. Thomas Park. The selected contractor will provide design, field verification, demolition and disposal, site preparation, drainage and accessible connections, commercial-grade inclusive playground equipment, swing equipment, an integrated shade solution, unitary accessible safety surfacing, installation, permits, inspections, testing, restoration, warranties, and closeout documentation. The design must serve children ages 2 through 12 and caregivers of varied abilities, include a ramped play structure, inclusive motion or seesaw equipment, a wide or multi-user slide, ground-level sensory elements, multiple swing experiences including a no-transfer roll-on inclusive swing, accessible routes, and integrated shade. The City is seeking a performance-based design rather than a specified manufacturer or product line. Proposals must include a color site plan and rendering, equipment and surfacing details, a completed Proposed Features Matrix, project team and comparable-project references, a schedule and work plan, warranties and maintenance information, and a completed Price Proposal Form. The fixed-price turnkey proposal may not exceed $350,000, and the project must be completed within 180 calendar days after issuance of the Notice to Proceed. A 5 percent proposal bond is required at submission; performance and payment bonds of 100 percent of the contract amount are required before contract execution. The project is federally funded in part and includes Davis-Bacon, labor standards, M/WBE participation, and other federal compliance requirements.
