Description
The City of Douglasville seeks a qualified consulting firm or team to develop a comprehensive, actionable, and measurable 10-year Citywide Strategic Plan. The work includes reviewing existing master plans and departmental plans; identifying common themes, gaps, conflicts, and opportunities; conducting internal staff engagement; developing and facilitating a Strategic Plan Steering Committee; and designing an inclusive public and stakeholder engagement process involving residents, businesses, community partners, elected officials, and other stakeholders. The selected consultant must develop strategic goals, objectives, initiatives, implementation actions, timelines, resource and funding considerations, performance measures, and an accountability framework aligned with budgeting, capital planning, departmental work plans, and public reporting. Deliverables include plan-review and engagement summaries, draft and final strategic plan documents, an executive summary, implementation tools, presentation materials, editable source files, a print-ready PDF, and a public-facing summary or visual roadmap. Proposals must include realistic, representative lump-sum pricing; placeholder, nominal, unbalanced, or unrealistic pricing may be rejected as nonresponsive. The solicitation requires electronic submission of proposal materials as a single PDF file, with the City-provided fee proposal form and other listed forms and attachments included.
