Description
The Military Installation Development Authority is soliciting proposals from qualified environmental consulting and munitions-response firms to perform a CERCLA Preliminary Assessment and a separate MEC/UXO Probability Assessment for a 16.69-acre parcel within Camp Williams. The work includes project planning, records review and historical research, stakeholder interviews, authorized non-intrusive site reconnaissance, source-pathway-receptor evaluation, conceptual site modeling, and assessment of potential environmental contamination and explosive hazards. The contractor must prepare draft and final assessment reports, supporting logs and documentation, comment responses, schedules, maps, and related deliverables. Reports must be provided in searchable PDF and editable Microsoft Word formats, with native-format tables and spatial data where applicable. The proposal must include separate technical and cost files; the technical proposal must address the firm's approach, availability and schedule, qualifications and relevant experience, personnel qualifications, subcontractors, quality assurance, and safety. The cost proposal must provide a fixed, all-inclusive total cost with separate breakdowns for the two assessments.
