Description
DHA is soliciting competitive proposals for as-needed Low-Income Housing Tax Credit consulting services provided through individual task authorizations. The scope includes researching and preparing 4% and 9% Housing Tax Credit applications to the Texas Department of Housing and Community Affairs; coordinating with DHA, architects, consultants, elected officials, and the City of Dallas; preparing required maps, data, application documents, resolutions, and responses to deficiency notices; and serving as DHA’s primary liaison with the department through approval by its Board of Directors. The post-award scope includes preparing and submitting carryover, placed-in-service, final allocation, construction status, cost certification, compliance, financial, and tenant-data reports; coordinating Land Use Restriction Agreement processes and amendments; monitoring construction, development, lease-up, accessibility, marketing, tenant eligibility, income certification, rent-limit, set-aside, and other tax-credit requirements; responding to compliance reviews, audits, inspections, and deficiency notices; and providing training and technical assistance. Proposals must include a letter of interest and understanding of the work, personnel resumes, firm profile, at least five recent client references, capability and past-performance information, comparable projects, a notarized debarment certification, and completed Exhibit B forms and certifications.
