Description
The City of Santa Clarita is soliciting proposals from multiple qualified consultants for on-call disaster debris monitoring services during future declared emergencies within City limits. The selected consultants will provide field observation, collection and disposal-site monitoring, load-ticket management, GPS-enabled documentation and photography, daily and final reporting, debris eligibility verification, FEMA Project Worksheet and reimbursement support, GIS/data management, safety and environmental compliance observation, and program management. Contractors will not perform debris removal, hauling, reduction, disposal, or debris-management-site operations, and must remain independent from those activities. The City may issue task orders after an emergency declaration or forecasted event, with no guaranteed minimum work. Consultants must provide qualified personnel, vehicles, GPS-enabled devices, cameras, field-data software, communications equipment, and field-operation support as required. The master agreement is for an initial three-year term and may be renewed annually up to three times. Proposals require a response file with technical qualifications, experience, references, team information, approach, mobilization plan, technology and operational resources, and specified certifications and affidavits, plus a separately uploaded completed Cost Proposal Form.
