Description
The Washington State Department of Commerce is soliciting proposals to implement Round 2 of its electric vehicle instant rebate program. The selected contractor will design and administer point-of-sale rebates for eligible vulnerable-population customers purchasing or leasing qualifying used battery-electric passenger vehicles in Washington. The program must include customer eligibility verification, motor-vehicle-dealer participation and reimbursement, customer experience and public information, program management, and audit and evaluation documentation. The contract is tentatively scheduled for January 22, 2027, through June 30, 2027, with a possible extension through June 30, 2029. The total project budget may not exceed $4,850,000, including no more than $650,000 for administrative tasks and no less than $4,200,000 for rebate reimbursements. Proposers must demonstrate prior experience implementing instant rebates for at least 1,000 electric vehicles and ownership or licensing of a digital platform for processing and approving rebates.
