Description
The U.S. Army's Anniston Army Depot is seeking innovative commercial solutions for ongoing depot-level metal cleaning and finishing of tracked and wheeled combat vehicle components. The scope includes chemical cleaning and paint stripping, abrasive media cleaning, aluminum anodizing, chromate conversion, black oxide, electroless nickel, hard chrome, zinc, tin, copper, and phosphate plating or coating, along with required post-treatments. Contractors must provide the labor, facilities, tools, supplies, vehicles, and equipment needed to process parts of varying sizes, pick up and return components, and complete surface finishing or plating within seven working days. Responses should describe facility capacity, including tank and oven dimensions, rack configurations, weight limits, and crane clearances; innovative, efficient, safe, and environmentally compliant processes; environmental permits and hazardous-material and waste-management procedures; logistics plans; quality assurance systems; and the ability to perform or obtain all specified ASTM and military-standard testing. Required testing includes coating thickness, adhesion, salt-spray corrosion resistance, hardness, porosity, purity, coating weight, abrasion resistance, and hydrogen embrittlement, with formal certification documentation provided before parts are returned. The opportunity may support a multiple-award task order contract pool, and respondents must submit a written solution brief with rough-order-of-magnitude or unit pricing information.
