Description
The U.S. Army is soliciting proposals for a total small-business set-aside, single-award, firm-fixed-price IDIQ contract for M68 Optic Close Combat Sight Reflex units, NSN 1240-01-576-6134, part number 12972652. The contract will have five one-year ordering periods, with a guaranteed minimum quantity of 200 each and a maximum quantity of 32,340 each; delivery orders will be placed as requirements arise. First article testing of five units is required unless the Government approves a waiver. The procurement also requires Military Packaging Level B and compliance with associated special packaging instructions. Offerors must submit past performance demonstrating manufacture and delivery of at least 5,000 similar reflex sights to a U.S. military customer, along with a completed past performance matrix and supporting documentation. The proposal must include completed pricing, past-performance, and administrative materials, including the required pricing worksheet, past performance volume, signed SF 1449 and applicable representations, and any requested first article waiver documentation. Access to the export-controlled Distribution D technical data package requires current DD Form 2345 Joint Certification Program certification. The solicitation also requires compliance with applicable CUI, OPSEC, cybersecurity, quality, and subcontracting limitations.
