Description
The City seeks a full-service provider to conduct separate promotional processes for police lieutenant and captain positions. The work includes job analysis; developing distinct 100-question written exams and assessment-center scenarios; coordinating assessment centers and trained assessors; managing assessor travel, lodging, meals, and venue; applying agreed scoring measures; and producing candidate score reports, statistical analyses, and ranked eligibility lists. The processes must be confidential, legally defensible, and aligned with the applicable collective bargaining agreement. The solicitation anticipates recurring processes as promotional lists are exhausted or expire, with lists generally valid for two years. Proposers must demonstrate at least 10 years of experience developing and administering promotional examinations for municipal law enforcement agencies, provide at least five law-enforcement agency references from the past five years as a minimum qualification, and include at least three customer references in the proposal. The proposal must describe the company, project team, technical approach and pricing, and any exceptions. Required insurance includes Class 1A and professional liability coverage.
