Description
The City of Wheaton is soliciting professional engineering services for a comprehensive Emergency Well and Storage Expansion Study. The selected firm will evaluate all six emergency groundwater wells through Level 2 constant-rate pump testing, assess production capacity and equipment condition, analyze water quality and blending impacts, and estimate rehabilitation versus replacement costs. The study will also address emergency water-use requirements, including fire suppression, residential, and commercial needs during a supplier outage. The scope includes storage expansion alternatives, siting and land-acquisition considerations, construction and pumping-station cost estimates, groundwater and storage operations-and-maintenance projections, and financial modeling. Deliverables include a technical memorandum covering pump-test and water-quality findings and a capital-improvement planning framework with itemized cost and life-cycle estimates for projects planned for 2028 and beyond. Proposals must include qualifications, staffing, pricing, a schedule, professional-license and insurance documentation, and the specified procurement forms and references.
