Description
The City of Santa Monica is requesting proposals from qualified consulting firms to prepare a program-level Environmental Impact Report under the California Environmental Quality Act for the planned conversion of the 192-acre Santa Monica Airport site following anticipated airport closure on December 31, 2028. The work will support a future Great Park and related land-use planning, including potential Specific Plan, General Plan, zoning, and phased implementation actions. The scope includes preparation of the project description, Initial Study, Notice of Preparation, scoping materials and meeting, Draft and Final EIRs, alternatives analysis, mitigation measures and monitoring program, CEQA findings, and a CEQA exemption analysis for the portion of the Great Park funded by Proposition 4. Required technical work includes analyses of aesthetics, air quality and greenhouse gases, health risks, cultural and tribal cultural resources, energy, geology and soils, hazards and hazardous materials, hydrology and water quality, land use, noise, public services and recreation, transportation, and utilities. The consultant must also prepare supporting technical reports, conduct up to 10 meetings or public hearings, participate in biweekly conference calls, and provide at least five relevant project descriptions and references. The anticipated completion target for the Final EIR is June 2028 or sooner.
