Description

The U.S. Army Corps of Engineers is seeking a design-build team for an approximately 42,000-square-foot, multi-story cyber operations facility supporting the Air Combat Command’s 91st Cyber Operations Squadron. The project includes design and preconstruction services, followed—if authorized and negotiated—by final design and construction packages. The facility is intended to support continuous operations and includes secure mission areas, administrative and training spaces, site development, utilities, communications infrastructure, backup power, resilient building systems, and commissioning. The design must meet applicable security and technical requirements, including ICD 705 criteria for secure spaces. This is a qualifications-based, two-step selection under a progressive design-build Other Transaction agreement. The current submission is a White Paper addressing the requirements in Attachment 1; up to three teams may be invited to pitch meetings. The White Paper must include team experience, the proposed approach to Phase 1 execution, project-specific insight and risks, and documentation demonstrating bonding capacity. The team must demonstrate single-project bonding capacity of at least $96 million, with performance and payment bonds equal to 100% of the final negotiated construction price required for any authorized Phase 2 package. The total program funding may not exceed $96 million. The White Paper is limited to 12 pages, with one additional cover-letter page and up to 10 pages of supporting material, and must be submitted as one searchable PDF.
