Description
The City of Santa Clarita is requesting proposals from a qualified consultant to determine the quantity and composition of organic material in the City's disposed waste stream. The work must produce statistically defensible, jurisdiction-specific data suitable to support a potential request to CalRecycle for an adjustment to the applicable per capita organic waste generation and disposal rate. A regional study option covers Santa Clarita, Lancaster, Palmdale, Glendale, San Fernando, Burbank, and unincorporated Los Angeles County, while preserving independently defensible results for each jurisdiction. The scope includes project kickoff; development of a CalRecycle-aligned methodology and sampling protocol; sampling and sorting of at least two seasons of 200-pound samples unless an alternative is approved; field supervision and sorting crews; data quality control and statistical analysis; jurisdiction-specific and regional calculations; and draft and final reports with raw data, spreadsheets, photographs, weighting factors, confidence intervals, annual tonnage estimates, and per capita rate calculations. An optional task covers assistance with presenting or submitting results to CalRecycle and responding to technical questions. The response must include an introduction, relevant references, a detailed plan of study, schedule, program management approach, personnel and equipment information, and proposed subconsultants, along with separate City-only and regional not-to-exceed prices.
