Description
The City of Lewiston is soliciting proposals for contractor-owned, installed, programmed, calibrated, maintained, and repaired flow-metering equipment at eight combined sewer overflow outfall locations. Each system must include a data logger, pressure sensor, ultrasonic sensor, overflow-pipe level-velocity sensor, and integrated wireless communications. The system must provide five-minute depth, velocity, and flow-rate data, daily total flow volume, secure web-based access for the City and contractor, and near-real-time overflow alarms by email or text. The contractor must provide monthly and as-needed service visits, traffic control, battery replacement, and at least 95% continuous metering uptime. The scope also includes installation and maintenance of four wireless rain gauges and an on-site visit to assess the needs and logistics of each site. The modified Proposal Form requires pricing for flow meters, overflow-pipe sensors, wireless communications, and rain gauges. The proposal must include a proposal letter of fewer than eight pages addressing company qualifications and similar-project references, proposed equipment data sheets, project-team qualifications, subcontractor information, temporary metering capability with two weeks' notice, and other evaluation factors.
