Description
Erie County seeks a qualified nonprofit organization to administer, operate, and maintain its Rural Transportation Service, a demand-responsive community van program serving eligible rural residents, including older adults and people with disabilities. The operator will manage volunteer recruitment and training, dispatch and driver scheduling, client eligibility and intake, van maintenance coordination and storage, rider donations, outreach, reporting, accounting, and program administration. The service covers multiple rural areas and includes a reserve van; new van purchases are funded separately from this procurement. The proposal must include the nonprofit’s qualifications and relevant experience, assigned personnel and staffing information, annual fees for five specified periods, pricing for a possible additional service area, at least two professional references, proposed MBE/WBE participation evidence, and a primary contact. A separate sealed cost proposal is required. The contract is for five years beginning April 1, 2027, with an optional one-year extension. The solicitation also calls for insurance coverage, with proof due upon contract execution.
