The Kentucky Board of Licensed Professional Counselors is seeking one designated attorney or law firm to provide legal counsel on the board’s statutory duties, administrative regulations, open records, open meetings, procurement matters, litigation, and administrative hearings. Services include attending all board meetings, preparing memoranda and correspondence, advising on proposed actions, preparing or reviewing regulations and related forms, and representing the board in administrative proceedings and civil actions. The contractor may also be asked to draft or review legislation and accompany board representatives before legislative committees, subcommittees, or task forces. Respondents must demonstrate experience in administrative and professional regulatory law, state agency rulemaking, and professional counseling laws; experience with state licensing boards in behavioral health is requested. The proposal must include a technical response, designated attorney resume or CV, relevant experience narratives, support-staff information, and required affidavits and certifications. The initial contract is anticipated to run from October 1, 2026, through June 30, 2028, with possible additional two-year renewals. Compensation is capped at $125 per hour for the designated attorney and $35 per hour for paralegal or administrative support staff.
