Description
The St. Louis Economic Development Partnership, in partnership with St. Louis County, seeks qualified firms to conduct a comprehensive cost-benefit analysis, feasibility study, and boundary analysis for a potential special taxing district along the Bellefontaine Road corridor. Potential district structures include Tax Increment Financing, Port Improvement Districts, Community Improvement Districts, Special Business Districts, and Transportation Development Districts. The project is funded by a grant from the St. Louis County Port Authority. The selected consultant or consultants will provide technical, financial, legal, and community engagement work to evaluate district formation and prepare for a future community education and implementation campaign. A viable district should be implementable within a reasonable timeframe and generate sufficient revenue over an initial three-to-four-year period. Deliverables include an implementation roadmap.
