Description
The City of Duluth is soliciting bids for the 2026 CIPP Sanitary Lining Project, which involves lining sanitary sewers throughout the city. This addendum includes revised plans and a list of manholes to be spray lined. The project specifications reference OBIC material or approved equal for manhole lining, and SpectraShield Lining is approved as an equal, while GeoSpray is not. Bidders are responsible for thoroughly reviewing all provided documents and investigating site conditions. Questions regarding the Invitation for Bids should be submitted through Bid Express or via email/postal mail to the Purchasing Division at least five days prior to the bid opening. All bids must be submitted via Bid Express before the deadline; email submissions will not be accepted. Awards exceeding $150,000 require City Council approval. Bidders must be responsible and comply with Minnesota law regarding business registration. The City reserves the right to reject any or all bids.
